The process of holiness, "without which no man shall see the Lord", starts with a holy seed born by the will of the Spirit, not after the will of man's process of making the outside clean, but inwardly, that is in the flesh dwells no good thing. So we read the apostle Paul's depiction of the wretched man (Romans 7) bound to "the body of this death"
That is, the corrupt flesh where the heart is deceitful and desperately wicked.
Why did David pray,"Create in me a clean heart and renew a right spirit within me?
Because his sins were ABHORRANT and "his sins were ever before him".
"If the righteous are scarcely saved where will the sinner appear?"
"O wretched man that I am, who can deliver me from the body of this death?
I thank God through Jesus Christ, therefore there is no condemnation to those
who are in Christ, who walk not after the flesh, but after the Spirit.
For the law of the Spirit of life in Christ Jesus has made me free from the body of sin
and death.
